Vulnerability to poverty has increased, and urban poverty may be rising. New official poverty lines introduced in 2013 show that the poverty rate fell sharply from 2007 to 2012 (47.8% to 18.9%) respectively. Observably, although the poverty rate is falling down, the living condition of people is not better. There are some reasons against this argument. First, the rich become richer and the poor become poorer. Second, the natural resources were destroyed including deforestation, land concession, legal mining, and so on. Third, landslide migration to other countries such as Thailand, Malaysia, South Korea, China, and Taiwan. Last but not least, Business investments were less open, but imports are from Vietnam and Thailand.
