Job Description
HACC is a network of over 120 local and international CSO working on HIV and AIDS and related social health issues. Established in 1993 as a forum to enhance information sharing and experience exchanges, HACC has acquired over 17 years experience with these tasks as well as with policy influencing, coordination, advocacy, awareness raising, resource mobilization and research.
HACC requires the services of a Consultant to assess the Monitoring and Evaluation (M&E) systems capacity of selected NGOs and develop a more standardized and reliable system of evaluating project performance. Such reform will facilitate a more efficient and effective National response to HIV and AIDS and, in this way, contributes to the realization of the National Strategic Goals.
Duties and Responsibilities:
Review of information and data from different sources and preliminary briefings and interviews with key informants.
· Develop assessment design and select effective methods and tools and efficient plans and timelines
· Collect information and data collection through participator assessment methodologies where CSO are involved
· Prepare reports, documents and power point presentations to share preliminary findings and draft strategy and costing plan with HACC team and key stakeholders in validation workshop
· Assist with organization and facilitation of validation workshop
· Finalize assessment report and M&E capacity building strategy and costing plan methods and tools, timeline.
Expected outputs:
1. A document on the design of the assessment including effective methods, tools, plans and timelines.
2. A report of the findings of the M&E capacity assessment
3. The methods and tools developed for the capacity building and
4. A final validated M&E capacity building strategy and costing plan, methods and tools, timeline.
Qualifications and Experience:
· Master or Doctor Degree in social sciences, public health or related field
- · A minimum of 5 years relevant work experience in developing countries especially in the areas of M&E, training, research and strategic planning.
- · Experience and skills in conducting capacity and training needs assessment and in developing capacity building and training strategies and plans
- · Proven ability to use quantitative and qualitative assessment tools and in compilation and analysis of data from different sources
- · Familiarities with HIV/AIDS sector in Cambodia and/or with Global Fund are assets
- · Very good oral and written proficiency in English is a requirement; proficiency of Khmer is a plus.
Duration of Contract: November – December 2011 (30 days)
Type of contract: All inclusive lump-sum remuneration based on deliverables
