គន្លឹះ ១០ ចំនុចជួយអ្នកក្នុងការកាត់បន្ថយ Spam
Spam ជាការផ្ញើសារ (e-mail) ដដែលជាច្រើនមកកាន់នរណាម្នាក់តាមរយៈ internet ហើយភាគច្រើននៃសារ (e-mail) ទាំងនោះជាកាផ្សាយពាណិជ្ជកម្ម រឺការបោកប្រាស់ណាមួយ ។ Spam ចែកចេញជាពីប្រភេទគឺ Cancelable usenet spam និង Email spam Spam តែងតែធ្វើការរំខានដោយផ្ញើសារ (e-mail) មកកាន់លោកអ្នកជារៀងរាល់ថ្ងៃ ដូច្នេះដើម្បីកាត់់បន្ថយ spam សូមអនុវត្តដូចខាងក្រោម:
1. ប្រើប្រាស់ Junk E-Mail Filter
នៅក្នុង MS Outlook 2007 Junk E-Mail Filter ធ្វើការទប់ស្កាត់ spam និងបញ្ចូន spam e-mail ទៅកាន់ Junk mail folder ។ ដើម្បីចូលទៅកាន់ Junk E-Mail Filter សូមចូលទៅកាន់ Tools menu របស់ MS Outlook 2007 រួចសូមជ្រើសរើស Option រួចសូមចុចJunk E-mail.... button
បន្ទាប់សូមធ្វើការកំនត់ និងបញ្ចូល Address mail ដែលជា spam ទៅកាន់ Blocked Senders tap រួចចុច OK button
2. Block រូបភាពនៅក្នុងសារជាប្រភេទជា HTML
នៅក្នុង MS Outlook 2007 មានបន្ថែម anti-spam featured ហើយក្រោយពេល install MS Outlook 2007 ចប់ anti-spam បាននឹងធ្វើការបិទការ download រូបភាពនិង external content ដែលមាន link ទៅកាន់ content server រួចជាស្រេច ។ ប៉ុន្តែប្រសិនបើ anti-spam featured ត្រូវបានបិទ ហើយលោកអ្នកបើក E-mail ដែលមាន external content រាល់រូបភាពត្រូវបាន download ដោយស្វ័យប្រវត្តិ និង address e-mail របស់អ្នកត្រូវបានបង្ហាញទៅកាន់ spammer ។ ដើម្បីបិទ រឺបើក anti-spam featured សូមចូលទៅកាន់ Tools menu របស់ MS Outlook 2007 ហើយជ្រើសយក Trust Center… ហើយសូមចុចលើ Automatic Download
3. បិទ read, delivery receipts និង automatic processing of meeting requests
ព្រោះនៅពេលខ្លះ spammers ឆ្លៀតឱកាសចូល និងត្រួតពិនិត្យ address mail របស់លោកអ្នកនៅពេល read, delivery receipts និង automatic processing of meeting requests ។ លោកអ្នកអាចបិទ read receipts និង automatic processing of meeting requests បានដើម្បីសុវត្ថិភាព e-mail របស់អ្នក ។ ប៉ុន្តែ delivery receipts អាចបិទបានលុះតែលោកអ្នកជា e-mail server administrator
·         ដើម្បីបិទ read receipts ដំបូងត្រូវចូលទៅកាន់ Tools menu របស់ MS Outlook 2007 ហើយជ្រើសរើសយក Option រួចចុចលើ Tracking Option button ។ នៅត្រង់ពាក្យ Use this option to decide how to respond to requests for read receipts. Only applies to Internet Mail accounts សូមជ្រើសរើសយក Never send a response
·         វិធីបិទ automatically acceptance of meeting requests សូមចូលទៅ Tools menu រួចជ្រើសរើយយក Option ហើយចុចលើ Calendar Option រួចចុចលើ Resource Scheduling button ហើយសូមដកធីកចេញត្រង់ពាក្យ Automatically accept meeting requests and process cancellations

4. កំនត់ទីកន្លែងដែលគួរបង្ហាញ e-mail របស់អ្នក
មានន័យថាលោកអ្នកមិនគួរបា្រប់ ឬ ផ្សាយអំពី address e-mail របស់ខ្លួននៅតាម chat room, newsgroup និងតាមគេហទំព័រ ផ្សេងៗដែលលោកអ្នកមិនស្គាល់ រឺលោកអ្នកអាចប្រើ address e-mail ដែលមិនមែនជា address e-mail សំខាន់របស់អ្នក ។
5. ការចុះឈ្មោះតាមគេហទំព័រ
មុននឹងលោកអ្នកធ្វើការចុះឈ្មោះលើគេហទំព័រមួយចំនួនដូចជា Online baking, Shopping, រឺ Newsletters ជាដើម សូមរំលឹកអំពីគោលការណ៍ឯកជនដោយប្រុងប្រយ័ត្ននៅលើគេហទំព័រ មុននឹងលោកអ្នកប្រាប់ព័ត៌មានអំពី address e-mail របស់អ្នក ។ សូមស្វែងរក link ដែលបង្ហាញអំពី "Privacy Statement," "Privacy Policy," "Terms and Conditions," រឺ "Terms of Use" ហើយប្រសិនបើគេហទំព័រ មិនបានបង្ហាញច្បាស់អំពីការប្រើប្រាស់ព័ត៌មាន សូមធ្វើការសំរេចចិត្តថាគួរចុះឈ្មោះ រឺក៏មិនចុះឈ្មោះ ។
6. កុំយល់ព្រមផ្ញើ address e-mail របស់អ្នកទៅកាន់ជនទីបី
នៅពេលលោកអ្នកទិញទំនិញ រឺធ្វើការចុះឈ្មោះនៅលើគេហទំព័រ ពេលខ្លះមាន check box មួយដែលធីករួចជាស្រេចសំរាប់អោយ address e-mail របស់លោកអ្នកទៅកាន់អ្នក (ជនទីបី) ផ្សេងទៀត ដូច្នេះសូមដកធីកនេះចេញដើម្បីចៀសវៀងការទទួល e-mail ផ្សាយពាណិជ្ជកម្មផ្សេងពីអ្នកដ៏ទៃ ។
7. សូមកុំធ្វើការ Reply e-mail ទៅកាន់ spammer
ព្រោះធ្វើអោយ spammer ផ្ញើ e-mail មកកាន់លោកអ្នកកាន់តែច្រើនឡើង ។
8. កុំផ្ញើ Credit Card ទៅ E-mail ដែលមិនស្គាល់
ប្រសិនបើមានក្រុមហ៊ុនណាមួយផ្ញើ e-mail មកសួរព័ត៌មានផ្សេងៗសូមកុំធ្វើការឆ្លើយតបដោយ e-mail ព្រោះមានក្រុមហ៊ុនមិនស្របច្បាប់មួយចំនួនតែងតែផ្ញើ e-mail មកសួរព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកដូចជា Credit card company ជាដើម ព្រោះរាល់ e-mail ទាំងនេះអាចជា spammer ដូច្នេះលោកអ្នកអាចទូរស័ព្ទសួរ ដើម្បីចៀសវៀងការឆ្លើយតប e-mail ទៅកាន់ spammer(កុំទូរស័ព្ទទៅកាន់លេខដែលមានក្នុង e-mail សូមព្យយាមរកលេខផ្សេងនៅក្នុងគេហទំព័រ ឬ វិក័យបត្រ័) ។
9. កុំបរិចាកប្រាក់សំរាប់មនុស្សធម៌តាមរយៈ e-mail
ព្រោះ e-mail ទាំងនេះអាចជា spammer ។ ប្រសិនបើលោអ្នកចង់ធ្វើការបរិចាកមនុស្សធម៌សូមធ្វើការបរិចាក់ តាមរយៈទូរស័ព្ទ គេហទំព័រទីតាំងរបស់អង្គការ ឬ សមាគមន៍ដែលលោកអ្នកចង់បរិចាក ។
10. កុំ Forward e-mail spam ទៅកាន់អ្នកដ៏ទៃ
ព្រោះធ្វើអោយ spammer មានឱកាសកាន់តែច្រើនក្នុងការ spam អ្នកដែលលោកអ្នកផ្ញើទៅកាន់ ។

Consultancy Opportunity with HACC Deadline 11 November 2011

Job Description
HACC is a network of over 120 local and international CSO working on HIV and AIDS and related social health issues. Established in 1993 as a forum to enhance information sharing and experience exchanges, HACC has acquired over 17 years experience with these tasks as well as with policy influencing, coordination, advocacy, awareness raising, resource mobilization and research.
HACC requires the services of a Consultant to assess the Monitoring and Evaluation (M&E) systems capacity of selected NGOs and develop a more standardized and reliable system of evaluating project performance. Such reform will facilitate a more efficient and effective National response to HIV and AIDS and, in this way, contributes to the realization of the National Strategic Goals.

Duties and Responsibilities:
Review of information and data from different sources and preliminary briefings and interviews with key informants.
·         Develop assessment design and select effective methods and tools and efficient plans and timelines
·         Collect information and data collection through participator assessment methodologies where CSO are involved
·         Prepare reports, documents and power point presentations to share preliminary findings and draft strategy and costing plan with HACC team and key stakeholders in validation workshop
·         Assist with organization and facilitation of validation workshop
·         Finalize assessment report and M&E capacity building strategy and costing plan methods and tools, timeline.

Expected outputs:
1.      A document on the design of the assessment including effective methods, tools, plans and timelines.
2.      A report of the findings of the M&E capacity assessment
3.      The methods and tools developed for the capacity building and
4.      A final validated M&E capacity building strategy and costing plan, methods and tools, timeline.

Qualifications and Experience:
·         Master or Doctor Degree in social sciences, public health or related field
  • ·         A minimum of 5 years relevant work experience in developing countries especially in the areas of M&E, training, research and strategic planning.
  • ·         Experience and skills in conducting capacity and training needs assessment and in developing capacity building and training strategies and plans
  • ·         Proven ability to use quantitative and qualitative assessment tools and in compilation and analysis of data from different sources
  • ·         Familiarities with HIV/AIDS sector in Cambodia and/or with Global Fund are assets
  • ·         Very good oral and written proficiency in English is a requirement; proficiency of Khmer is a plus.

Duration of Contract: November – December 2011 (30 days) 
Type of contract: All inclusive lump-sum remuneration based on deliverables

Law on the prevention and control of HIV/AIDS in Cambodia



Issues: In July 2002, 
The Cambodian National Assembly passed the Law on the Prevention and Control of HIV/AIDS. The law mandates a wide range of activities by Ministries of the Royal Government of Cambodia and by civil society. It takes a strong human rights approach, emphasizing non-discrimination, confidentiality, voluntary HIV testing, freedom of movement and abode, and the prohibition of HIV screening for employment or education, for example. The National AIDS Authority is responsible for coordinating the multisectoral implementation of the legislation, including resource mobilization. The National AIDS Authority (NAA) needed to promote awareness of the legislation in Cambodian society and implementation of the legislation by all stakeholders. 

Description: The NAA established a Legal and Policy Working Group which developed a code of conduct for operationalizing the law. The process involved stakeholders from 14 government Ministries, the Cambodian courts system, providers of health care services, multilateral agencies, and local and international nongovernmental organizations, with technical assistance from The POLICY Project Cambodia. 

Lessons learned: A code of conduct which articulates in plain language the meaning of the key provisions of the law, and the roles and responsibilities of stakeholders, is a valuable tool for promoting awareness and understanding of the law, and for giving practical meaning to the provisions it contains. The involvement of all relevant government and civil society stakeholders in drafting the code of conduct is important in producing an effective document. 

Recommendations: Legislation dealing with multiple aspects of HIV/AIDS such as non-discrimination, voluntary counseling and testing, confidentiality, and freedom of movement and abode, can have greater impact when it is accompanied by a plain language document to raise awareness in the general population, and to guide implementation of the law by all stakeholders.

The Asia Pacific Scholarship Consortium is an informal network of universities in Thailand, Hong Kong, Malaysia and the Philippines that aims to facilitate scholarships in high quality postgraduate courses for individuals from Myanmar, Cambodia, Thailand and Lao PDR who require financial support to study. Masters Scholarships for Individuals from Myanmar, Cambodia, Thailand and Lao PDR deadline 15 November 2011.

The application materials required for this program are as follows:
  1. APSC 2012 Scholarship Application
  2. One academic letter of reference (sent directly by referee using the APSC 2012 Reference Form).

Flooding Forced People to Abandon their Houses

CAMBODIA: Kratie-Kampong Cham: Some residents have been forced to abandon their homes for temporary shelter because of floodwater during this month. The water levels on Mekong river from Kratie to Kampong Cham province reportedly is rising slightly on 18th September 2011. Water level in Kratie has arisen to 21.6m on 20th September 2011 and it's almost reached the emergency alert at 22m. Some people have faced food shortage and drinking water for their daily life.  



 Cows were moved to stay on road

















 Houses and crops have been affected and demolished by flood






 Kampong Cham Town has been faced by pending flood if water is not subsided.
